  • It was a big year for CAPUP, and we are so excited that our handprint in the community continued to grow in 2025. We can’t wait to see what’s in store for 2026. Happy New Year from your team at CAPUP!

Meet Melonie Carter-Salisbury, Director of Operations

  • I am currently the Director of Operations, but I have worked at CAPUP for many years. Beginning as an Employment Specialist with the Virginia Cares Reentry Program in the Tri-Cities area, I worked directly with individuals returning to the community. I helped them secure employment, navigate available resources, and rebuild stability through structured support and accountability. That experience provided me with a strong foundation in client services, compliance requirements, community partnerships, and the importance of adhering to established processes to achieve tangible outcomes.
  • When the Virginia Cares contract ended, I was asked to assist at the Richmond office on what was expected to be a temporary basis. However, as organizational needs evolved, it became clear that my skills, institutional knowledge, and willingness to step in where needed were valuable to the broader mission. Over time, my role expanded beyond my original scope, allowing me to gain a comprehensive understanding of CAPUP’s internal operations, administrative functions, and mission-driven work. I love supporting leadership and staff to ensure the organization operates efficiently and professionally. My longevity with CAPUP reflects not only my commitment to the organization but also my dedication to maintaining strong standards, honoring the work that has always been done here, and ensuring CAPUP continues to serve the community effectively.
  • CAPUP has built a strong reputation, and being part of that work matters to me. At the same time, I recognize there is always room to improve as changes occur, and I am committed to supporting growth while continuing to deliver services with integrity and care for our community.

I believe every day, community members are key stakeholders who can get involved by volunteering their time and talents. When people step up and give back, they help strengthen CAPUP’s work and deepen its connection to the community.
