Poverty is a state of being without; a condition in which a person or community lacks the essentials and resources to live a minimum standard of being. Poverty is the complete lack of the means necessary to meet basic personal needs such as food, clothing, and shelter, which affect all ethnicities, race, creeds, and color. Poverty will greet us on different and uneven playing fields. For some, the playing field is so vast and very uneven, making it a much higher climb for some to reach their desired standard of being and prosperity.
Capital Area Partnership Uplifting People, Inc. (CAPUP) is a non-profit 501(c)(3) organization dedicated for over 50 years to making a positive difference in the lives of those experiencing hardships. The agency consists of multiple programs that were created to empower people in the cities of Richmond, Petersburg, and Hopewell as well as Powhatan, Prince George, Buckingham, and Goochland Counties of Central Virginia. Through collaborative efforts, engaged staff and partnerships, CAPUP is able to further its mission to eliminate the violence of poverty through advocacy, empowerment and self-sufficiency.

September 2023 – CAPUP has contracted with Knowledge Advisory Group (KAG) to complete a community needs assessment. As a first step, KAG conducted a brief survey of community partners and residents in the CAPUP service area to identify priority areas of need for future programming. May 2023 – The Virginia Community Action Partnership (VACAP) announced the winner of the Mark Grigsby Selfless Leadership Award during Community Action month. 2023 marks the 59th year since the Community Action Network was established to help American families and communities overcome obstacles to poverty. Of the over 1,000 agencies across the country, 31 of them here in Virginia are working every day to create opportunities and transform the lives of their neighbors making communities stronger and helping families thrive.
All Community Action staff in Virginia are being recognized for their selfless service as pandemic first responders by the VACAP Board of Directors for the Mark Grigsby Selfless Leader Award. This is the highest honor and award given annually by VACAP. The award is being presented to teams representing each agency at regional meetings being held on May 17 in Hampton, May 24 in Wytheville and May 31 in Fredericksburg. Local events will also take place to recognize these pandemic heroes.

February 2023 – Governor Youngkin and the General Assembly have designated the Virginia Department of Housing and Community Development’s Office of Broadband (DHCD) to lead the development of the Commonwealth Digital Opportunity Plan. The intent of this program is to bring organizations working to close the digital divide into the state’s planning process. The objective of this grant opportunity is to identify best practices of initiatives/efforts that are addressing the digital divide in communities throughout Virginia.
DHCD will provide grant funding to the organizations operating these programs, with the deliverable of a case study highlighting key findings, which DHCD will incorporate into the Commonwealth Digital Opportunity Plan. These case studies will provide real-world examples of efforts throughout the Commonwealth that interact with the covered populations, address how the covered populations can be engaged in addressing the digital divide, and chart a possible course for any future implementation funding.
