Food Pantry
Open Monday-Thursday, 10am-12pm, our on-site food pantry provides groceries tailored to your household's size and needs.
We offer monthly support or 2x/week support for those without housing.
Rent Assistance
We provide short-term rent assistance to help prevent eviction and keep families stably housed.
Support is based on need and may include referrals to other local housing resources.
Utility Assistance
We offer short-term assistance with
electric and gas bills.
CAPUP is a MetroCare and Dominion Energy partner. We can connect you to additional support if needed.
Who We Serve
Residents of the greater Richmond area. We can also provide referrals for those in Petersburg, Hopewell, Prince George, and Dinwiddie.
Eligibility
- Open to households experiencing food insecurity.
Items Needed to Apply
Names and dates of birth for all household members and rent amount.

Walk in during open hours. Staff will guide you through a brief registration process.
How often can I visit?
Eligible households may receive food assistance once every 30 days.
- CAPUP also provides smaller, kitchenless food kits to households without access to a kitchen once a week, on a limited basis.

Program Update: Temporary Increase in Help
Effective: May 5, 2026
For a limited time, CAPUP is offering a temporary increase in financial assistance for TANF-eligible households.
Please Note: These increased amounts are for a limited time. This extra funding will end by June 30, 2026. If the money runs out before then, the increase will end sooner.
Once these extra funds are gone or the June 30 deadline passes, the amount of help available will go back to our standard limits ($800 for rent and $300–$600 for utilities).
New Temporary Assistance Limits (For Households with Children under the age of 18)
- Rent: Your balance cannot exceed $800 (if single member household) or $2000 (if household with minor (s) on the lease).
- Water & Gas: Up to $1,000
- Electricity: Up to $600

Residents of Richmond, Petersburg, Hopewell, Dinwiddie, and Prince George.

- Applicants must provide an eviction notice.
- Cannot have received assistance in the last year from another organization.
- CAPUP will only provide assistance for a household one time.
- Your balance cannot exceed $800.

Eviction notice, proof of income, valid lease, updated ledger, and a copy of landlord's W-9.

Eligibility
- Applicant must demonstrate a crisis.
- Applicant must provide a disconnection notice, be on an active payment plan, have a budget removal notice, a PIPP disconnection notice (Dominion customers only) or an existing medical certification on file.
- Customer may be assisted with their primary heating source (i.e., gas, propane, wood, other utilities).
- Your disconnection notice cannot exceed $600.

Richmond residents can submit an application directly to MetroCare by returning the form (MetroCare Water Application or MetroCare Heat Application) to metrocare@capup.org or 701 N 25th St, Richmond 23222.
The Department of Public Utilities (DPU) will follow up to schedule an intake and review your documents.
