Capital Area Partnership Uplifting People, Inc. (CAPUP) is a non-profit 501(c)(3) organization dedicated for almost 60 years to making a positive difference in the lives of those experiencing hardships. The agency consists of multiple programs that were created to empower people through collaborative efforts, engaged staff and reciprocal partnerships. 

Formerly known as the Richmond Community Action Program (RCAP), our private community action agency was created under the Economic Opportunity Act of 1964 as a major component of the Johnson Administration's War on Poverty.

Acting with community support, CAPUP operates a Food Pantry, Utility Assistance Programs, Senior Independence Programs, a Project Discovery Program, a Child Care Food Program, a Volunteer Income Tax Assistance Program Site, a Job Readiness Training Program, and other projects and programs that serve residents seeking to improve their quality of life.

We have been able to, and will continue to, further our mission to strengthen communities by providing resources for people to help themselves.
