Our mission is to strengthen communities by providing resources for people to help themselves.

Our holistic, person-centered programs support stability and self-sufficiency through food access, housing, youth development, senior independence, and workforce readiness.

OUR LEGACY

CAPUP was founded in 1965 as the Richmond Community Action Program (RCAP), part of the national effort to fight poverty under the Economic Opportunity Act of 1964.

Since then, we’ve grown from a local service provider to a regional partner supporting families in Richmond, Petersburg, Hopewell, and across the Crater Region.

Our story is one of action and resilience, from providing critical resources in times of crisis to building generational stability through education, workforce development, and wraparound support.
